Aqua at 3699 Capozzi Rd is one of 25 properties the City of Kelowna lists as eligible for short-term rentals as a principal use since June 1, 2026. Its neighbours at 3700 and 3800 Capozzi Rd are on the list too, which makes this stretch of Capozzi Rd one of the larger clusters of eligible short-term rental addresses in the city. Which address is Aqua, Capozzi or Truswell?
Worth clearing up first, because it decides whether you can licence your unit at all. The homes at Aqua carry 3699 Capozzi Rd civic addresses, and the neighbouring towers are 3700 and 3800 Capozzi Rd. All three are on the City of Kelowna's eligible list.
You will also see 520 Truswell Rd attached to Aqua. That is the development's own address, listed under Aqua by Mission Group. It does not appear anywhere in the City of Kelowna business licence register, and it is not on the City's eligible list, so it is not the address to licence a unit under.
There is a separate eligible building nearby at 3880 Truswell Rd, and its owners hold their own short-term rental licences. Different building, different address, also on the list.
If the address on your title or tax notice reads anything other than Capozzi Rd, confirm it with the City before you list, because the licence follows the civic address.
Is Aqua approved for Airbnb?
Yes. 3699 Capozzi Rd appears on the City of Kelowna's list of eligible properties in the short-term rental sub-zone. Under principal use, the City says a property "can operate as a short-term rental for any length of time and does not need to be owner occupied for a minimum number of days per year." You do not have to live in your condo to rent it nightly, provided it is licensed and your strata bylaws allow it.
The City requires a Strata Council Consent Application Form, completed by an authorised strata council member, to apply for the sub-zone. Your current bylaws still control the details, so check them.
Three approved addresses side by side on Capozzi Rd
When we last read the City of Kelowna business licence register, in September 2026:
- 3699 Capozzi Rd, Aqua: more than 60 current short-term rental licences.
- 3700 Capozzi Rd, known locally as Capozzi Residences: more than 40.
- 3800 Capozzi Rd, known locally as Capozzi Townhomes: more than 45.
Names vary here, which is worth knowing if you are searching for your own building. Listings at 3800 often advertise as Aqua or Aqua Waterfront Resort, while people in the market call it Capozzi Townhomes. Both refer to the same eligible address, and the City only cares about the number on your title.
The three towers are not the same, and this is the part that matters most
Zoning puts all three addresses on the City's eligible list. The strata rules on top of that zoning are different, and Aqua's own marketing material is explicit about it: Tower 1 at 3699 Capozzi Rd is set up for short-term rentals and operates as its own strata, while Towers 2 and 3, at 3700 and 3800 Capozzi Rd, permit weekly rentals.
If you own at 3700 or 3800, read that as a minimum stay rather than a closed door. A weekly booking is still a short-term rental in Kelowna, because anything under 90 consecutive days is, and it still needs the City licence and provincial registration. That is why both addresses carry dozens of current licences despite the weekly rule. What it does rule out is one and two night turnover, so the listing has to be built around seven night stays and priced for them.
This also explains the pattern in the register. Tower 1, the tower designed for nightly renting, holds the most licences of the three.
We have taken this from the development's own published information, and it is the kind of thing that changes. Your strata bylaws are the only authority on your own unit. Read them, or send us your building and unit and we will go through it with you before you spend anything on furnishing.
That is over 150 short-term rental licences across three neighbouring eligible addresses. They are one development rather than three separate buildings: owners at all three licence their units under the Aqua name in the City's register, with business names like Aqua Marine at 3699, Aqua Lakeside Retreat at 3700 and Kelowna Aqua at 3800. For an Aqua owner, it means short-term renting is well established on this stretch of Capozzi Rd. It also means real competition, so a well-presented, well-priced and well-reviewed listing stands out from the rest.
What an Aqua owner needs before listing
- A City of Kelowna business licence under Short-Term Rental Accommodation, Major (Principal use). The application fee is $50 and the licence is $345, renewed every year. Our Kelowna short-term rental licence guide walks through the steps.
- Provincial registration, required alongside the City licence.
- Owner and strata consent forms as part of the City's application package.
- Fire and safety. A wall-mounted 2A10BC fire extinguisher on each floor, smoke alarms tested monthly with a logbook, smoke alarms, extinguishers and carbon monoxide detectors tested every year, and someone available 24/7 to respond to incidents.
- A compliant listing showing your licence number, the permitted sleeping units, and whether parking is included.
Winter tenants and the switch to nightly
If you rent your unit to a long-term or winter tenant, for example from October to March, remember that in Kelowna any rental under 90 consecutive days is a short-term rental, so the licence applies to short furnished stays as well as nightly bookings. If you are planning to switch from a tenant to nightly guests, start with the licence application and fire safety items before the tenancy ends, so there is no gap.
