Playa del Sol at 648-654 Cook Rd is one of the most licensed short-term rental addresses in Kelowna, and one of 25 properties the City lists as eligible for short-term rentals as a principal use since June 1, 2026. If you own a condo here, you can rent it on Airbnb without living in it, as long as the unit is licensed and your strata bylaws allow it. This page explains what that means for Playa del Sol owners.
Is Playa del Sol approved for short-term rentals?
Yes. 648-654 Cook Rd is on the City of Kelowna's list of eligible properties in the short-term rental sub-zone. Under that principal use, the City says a property "can operate as a short-term rental for any length of time and does not need to be owner occupied for a minimum number of days per year."
The City requires a Strata Council Consent Application Form, completed by an authorised strata council member, to apply for the sub-zone. Your current bylaws still set the detailed rules, so read them before you list.
One of the most licensed addresses in Kelowna
When we last read the City of Kelowna business licence register, in September 2026, more than 85 current short-term rental licences were registered at 654 Cook Rd. That is more than any other single address on the City's list.
That number tells you short-term renting is well established here. It also means your unit sits alongside many other licensed units at the same address, so the listing quality, pricing through the seasons and guest reviews decide how often you book.

What a Playa del Sol owner needs before listing
- A City of Kelowna business licence under Short-Term Rental Accommodation, Major (Principal use). The application fee is $50 and the licence is $345, renewed each year. See our Kelowna short-term rental licence guide.
- Provincial registration, which the City says operators must also complete.
- Owner and strata consent forms where required by the City's application.
- Fire and safety items. At least one wall-mounted 2A10BC fire extinguisher per floor, smoke alarms tested monthly with a logbook, smoke alarms, extinguishers and carbon monoxide detectors tested every year, and a 24/7 contact for incidents.
- A compliant listing that shows your licence number, permitted sleeping units, and whether parking is included.
Seasonal owners and winter rentals
If you rent your unit to a winter tenant from fall to spring and keep the summer for yourself or for short stays, check your plan against the licence rules. In Kelowna, any rental under 90 consecutive days is a short-term rental and needs a licence, so plan your seasons around that definition.
